On March 7, Smythe wrote that he understands Tolkien's inability to contribute a poem, but Smythe would rather see The Silmarillion be published in any event. He hopes that Allen & Unwin might do a signed limited edition.
In this response, Joy Hill (misunderstanding) says that she doubts that A&U would allow Smythe to produce a signed limited edition.
