I asked around about these stamps and a dutch friend from my smial pointed out that this probably is a personalized stamp that was made using John Howe's artwork. If it would have an official post.nl release, it would have been announced in the dutch media and on their site but I can't find any information on this. I can not say this with 100% certainty but if this is the case it would questionable regarding copyright.
