Well ebay just threw me under the bus on a Global Shipping Program sale to Australia. I sold four of the black Harper Collins Deluxe volumes in a lot and the buyer says the two HOME were missing, wants refund, 900 dollars stolen from me. If you sell on ebay avoid user: hay2035.
Needless to say I won't be offering international sales anymore. ebay expects me to work with a buyer to send the LOTR and TH back to me (which shockingly he doesn't want, why would that be if he needed them originally), yet Global Shipping Program has his information. I don't even have an address for him. How am I supposed to supply (and pay for) a label when I don't even have an address and the guy won't respond (why would he, he has already stolen the books and has his money). Sorry I am just really upset and venting.

Surely the registered weight would indicate a massive difference in the parcel you sent to the claimed received parcel? The weight would be logged when it arrived in AUS as I assume you have sent it tracked and secure?
I could be mistaken (correct me if I am please), but I'm pretty sure the Global Shipping Program is tracked by default. You can send an item to the facility without tracking, but once it arrives there it should be tracked by eBay. Was the item tracked when you sent it out? As long as your item reaches the GSP facility you are covered; from eBay:
In other words, unless the item (or part of the item) legitimately went missing right away in your country, you are covered regardless of what arrived in Australia (be it two or four books). Unfortunately this wouldn't penalize the buyer who I believe is lying in this case. I have dealt with them once before; I purchased a rare set of LotR from them and they canceled it after I paid. I tried to get in touch with them for three days with no luck. Finally they responded to say, "I'm sorry but my cousin came to my home yesterday and asked this book as a birthday gift." I checked their listings and have done so occasionally and everything about this user screams scammer to me.
Fight this Tapuvae, don't let them get away with it!
If an item is lost or broken during international shipping, eBay Money Back Guarantee cases will be resolved in your favour, and your seller performance standards won’t be affected.

I think the answer for eBay's Global Shipping Program, is don't use it as a seller, and try at all times to not use it as a buyer, as you are paying over the top for no reason, other than eBay making more money.
Berelach:
Tapuvae (Chris) - I agree, this is worth fighting!
‘“Give us that, Déagol, my love,” said Sméagol, over his friend’s shoulder.
‘“Why?” said Déagol.
‘“Because it’s my birthday, my love, and I wants it,” said Sméagol.
‘“I don’t care,” said Déagol. “I have given you a present already, more than I could afford. I found this, and I’m going to keep it.”

Thanks for the answers folks. I am quite sickened by this. Here is what eBay took a week to deliberate on. I will press this but no one that actually answers a call knows anything and are barely able to communicate. The part I put in bold is key/ They are basically saying that we cannot confirm whether the buyer is a crook, so we side with them. GSP should have the outbound weight from Kentucky where I shipped it. But no one actually does or knows anything. Needless to say I am done with GSP.
Hello Christopher,
Good Day!
Thank you for giving us the opportunity to serve you better. Please help us resolve your issue by checking the options I recommended below. I appreciate your business and I want to make sure we meet your expectations.
We are contacting you regarding the case for the Tolkien Harper Collins Deluxe Slipcases Editions Hardcover (4 books) SEALED (113166430682) purchased by "hay2035". My name is Jairus and I want to help you!
Christopher, I reviewed the transaction and I have learned that the buyer claims that the item receive was incomplete. We trust that you posted the item as described and in good condition yet we hope you understand that we are incapable of seeing the actual condition of the item when it was delivered to the buyer. For this reason, we have concluded that the best course of action is for the buyer to send the item back. We believe this is the fairest option as the customer will receive a refund and you will be able to relist the item after you receive it.
Since the item doesn’t match the listing description, you’ll need to pay for the return shipping, and once you get the item back, refund the buyer the full cost of the item plus original shipping. This will create a retail-like returns experience that will ultimately drive more sales for you as a seller.
Please be advised that we have placed the return on hold for 4 calendar days to allow you to arrange the return shipping with your buyer. If you are unable to provide a resolution to the buyer by August 21, 2018, we will close the return in the buyer’s favor and issue them with a refund, even if they have not returned the item.
There are a few ways you can facilitate the item’s return:
• If you have a preferred courier, you may wish to send your own return shipping label to the buyer.
• Find out the return shipping amount by using shipping calculators from the buyer's local carrier website (e.g. USPS for US), then issue the buyer with a payment through the “send money” option in PayPal.
• Contact the buyer through the return and see if they are willing to keep the item and accept a partial refund for the damage/missing parts.
• Issue a full refund without needing the item to be returned – doing this will automatically close the return immediately.
It’s important to let the buyer know the option you chose. Also, please let us know by replying to this email or leaving a note in the Resolution Center.
If you send your buyer funds to cover the cost of return shipping, we'll also need to see a screenshot of the PayPal transfer. You can send this through our document uploader.

Indeed, the weight of the package I sent to GSP in Kentucky and the weight of the package he signed for was both 10.8 pounds according to eBay's tracking data. He is lying.

What a load of nonsense from eBay, don't seem to have any problems with ripping you off.
It seems that going through Global Shipping specifically will help you resolve...?

Once Global Shipping acknowledges receipt of the package, they are responsible for it, 100%. If you have tracking info to prove that they received it, then you will won't lose out on this (though the buyer will still make out like a bandit). Make sure the case gets escalated to the Global Shipping department as only they have the authority to deal with these issues.
Asking the 'community' for help (like the link Urulöké gives) is a good idea too, they can help you with the finer details.
