Not in Europe, but I've pretty much always ended up buying Brodart rolls and sucking up the horrible shipping from the US (Just buy a big roll to make it worth it).
Edit: I've never paid even close to $162. I usually just find whichever the cheapest seller on eBay.
I haven't dealt with Brodart for international ordering, so I don't have direct advice, but perhaps there are a few options if in the future you don't want to go the eBay route (or for others reading this thread).
Brodart has a dedicated "international customer" ordering system of some sort, that might generate different shipping quotes than what the website does by default - http://www.shopbrodart.com/brodart_international
Brodart also has a reseller program, and they might be able to point you to a reseller that is in your country or region - there is an email to enquire about this on http://www.shopbrodart.com/brodart_resellers
