There are common themes to all of dogfark's list descriptions.
1. I'm the only dealer who has this item or the item in this condition (he isn't)
2. I don't know how much it's worth it's so rare (which absolves him of his high asking price)
3. I'm a serious dealer who's been dealing Tolkien a long time (proceeds to give wrong info about the item listed)
4. Oh and all the photos are of the actual item (they sometimes are not)

Also, this photograph of Tolkien from the promo is probably my favorite of him and I'd like a framed copy to hang in my study.

If the National Portrait Gallery have the negatives then it may be possible.
I have that promo card (not the photo). It came laid into a U.S. 1st print of TTT and was included free. I'm glad the original seller made a profit off that devil. And I hope no one goes near his listing now.

Unfortunately they do. Fundamentally sellers like him seem to do rather well.
Not a bad price for those based in the UK. These 2004 revised editions of Artist & Illustrator aren't exactly dime-a-dozen.
