Whilst it is possible, I don't think there are enough "illustrations" that could be used by Tolkien for this title, so I do not think Unfinished Tales will be produced in this format.

Not sure what you mean by 'licensed', anyone can write a book and self-publish it about Tolkien. There are a lot of them and some of them are worth reading.

This is an “art” book using entirely ai generated “art”, im just assuming the Tolkien estate wouldn’t be associated with such a travesty

They are probably not involved with 9 out of 10 books on Tolkien, can see no indication that the Estate are involved with this one.
