Whilst it is possible, I don't think there are enough "illustrations" that could be used by Tolkien for this title, so I do not think Unfinished Tales will be produced in this format.

To be published next week, a volume I co-directed in French in 2013 under the title "l'Encyclopédie du Hobbit". The English one is based on the 2nd edition from 2022.

Not sure what you mean by 'licensed', anyone can write a book and self-publish it about Tolkien. There are a lot of them and some of them are worth reading.
This is an “art” book using entirely ai generated “art”, im just assuming the Tolkien estate wouldn’t be associated with such a travesty
