I'm not sure what you mean by "this file." This is a book that was released, it's not been made available as an epub or pdf to my knowledge.

Also, not sure if someone can reach out to Christopher Gilson about this, but TheBookPatch links to all four PoD PE volumes (17, 19, 20, and 23) appear to be permanently down, or at least they have been for the entirety of the past week or two as I've been regularly checking. After the issue with Estate approval was apparently resolved, about two weeks ago Christopher told me that he thought TheBookPatch was turning the PE 23 page off and on again and that it may be a stop-gap measure because of receiving a lot of orders all at once. That doesn't seem to be the case anymore as the pages have been unavailable for an extended period. I received my copy already, as did several others I know who ordered right away before the page was taken down, but there's lots of folks who are interested and have no way to purchase right now.

Christopher Gilson is aware of the issue and is working to resolve it.
