I will be proceeding with the ACCC. In hindsight, my opinion is the 50% refund was not offered due to an admission of fault with the order, but to deter me from reviewing the business. In a way, I would rather my reviews be published than to receive half my money back.
Mark has since had my review on Google removed. I have posted another one in accordance with advice from Google.

Good luck - I hope you are successful. It is an unfortunate reality that society largely functions around people being basically honest in their dealings as a matter of choice. I remember as a child thinking that people who chose to ignore the rules would be pursued and appropriately punished. 30-odd years of adulthood has sadly shown me this is just something they tell kids and hope they believe it! You have to try though.
