Worth noting the provenance. I think it is ugly as sin but that is a really unique item for someone who likes it.

Originally painted? This sale is a print with some paint on it.
I think he did it on Photoshop, printed it out and then slapped some paint on it to make it look like an oil painting.

You say "he", who are you referring to?
This is an official, on-screen used movie prop. Very common for those to be a combination of art printed on canvas (easier to create that way), with some additional paint added by hand afterward to give texture/dimensionality so it looks natural when filmed.
Well, I said it might happen. Here's a PoD being sold as "rare" and priced "to sell". I've messaged the seller giving him the benefit of the doubt, advising him to change his listing so no one gets mislead.
FWIW, I did see this listing disappear last week–I assumed it got bought. I'm willing to bet someone noticed the mistake and withdrew the sale. Hoping this guy isn't just doubling down on the deception sale.

Looking at his sold items on eBay, he did sell a copy of Peoples and War of the Jewels (true 1sts based on images) on October 11th.
