Indeed. Although it is also sometimes the case that some booksellers do seem to be getting fantastic rates (presumably because of how much work they throw the binders way) & are able to sell rebinds at really decent prices. Adrian Harrington, for one, sold me a lovely half-leather Silmarillion for sub-£100. I don't think I'd have been able to approach any bookbinder & have been able to secure that price, even with my own book in hand.
