Definitely seems that way. Everything seems in turmoil to begin with, and for most books, the publishers are not insisting on moratoriums to block booksellers from selling before release day. In my case, the shipping estimate was that it would arrive on publication day for me, and it just so happened to go halfway around the world a lot faster than planned. I can only assume that booksellers want to get books out of their warehouses as quickly as they can, as space (and time) is money.
It looks like, from conversations with HC, that any moratorium is one week before the release date to allow for shipping time, it is then down to the supplier to stick to the official release date or not.
Ya, with different sellers using different couriers and shipping to all places all over the world, it's nearly impossible to enforce release dates. Seems to be more of like a release "window"

The one thing I have noticed with BD is that they pretty much always ship quite a bit *after* the release date.

Noticed that too. I ordered the trade NoME through them and they waited until Sept. 2 (official release date) to ship it out to me.
