Sadly, all the sellers don't seem to support international shipping right now, so you can only get it from third-party platforms which buy it in China and ship it to you. The official page for this new edition does not have any more remarks; it does not have illustrations.
The 2008 edition should be via this ISBN; somehow I seem to remember a different colour.
There is a German collector who offers tons of info on all German editions, see this page for the 2008.
However, there is one major difference if I am getting this right: the 2008 was a limited edition (7.777 copies); the new is not.

The website link you have does allow for shipping worldwide, though sometimes there are stock issues. For example, for this title (the new Annotated Hobbit), it shows as "out of stock" for shipping to the USA, but other Tolkien titles from the same website are in stock and available for shipping to my USA address.
I am using Google Chrome's "translate this webpage" feature, so these instructions are in English:
- on the item page (eg https://item.jd.com/13618192.html)
- click on the "deliver to" dropdown located just above the "quantity" selector.
- click on "Beijing"
- in the lower right corner, there is a "worldwide" option under the Beijing listings
- Find your country in the list of worldwide options (this can be challenging as they are alphabetized based on Mandarin - hunt around)

Yes, jd.com supports worldwide shipping, actually it's the best site (economical and reliable) to buy Chinese books outside China. But I've checked the four dozen sellers of this book, and none offered shipping overseas right now. Hopefully they may offer it a few weeks later.
