A bit of online searches shows that "copyright licensing agency print disability license" is something in the UK that can grant certain rights to reproduce works of others that are typically protected by copyright, under very limited circumstances to help the visually impaired. I do not think the reproducer needs to explicitly ask for permission from the copyright holder, if they have the above license from the government.
